A total of 28 plants were found at several properties with a street value of thousands of pounds this morning.
Search warrants were executed on Beech Lane, Britannia Drive and Cordon Avenue in Burton and Holly Bank in Rugeley.
A 28-year-old man from Rugeley was arrested on suspicion of cultivating cannabis and supplying cannabis.
A second man, aged 27 and also from Rugeley, was arrested on suspicion of cultivating cannabis and possession of cannabis with intent to supply.
The arrests were part of a major operation by Staffordshire Police.
Deputy Chief Inspector for East Staffordshire, Alex Glover, said: “We treat this type of crime seriously and it will not be tolerated.
“This was a well planned and executed exercise aimed at hitting drug supply and the criminality that supports it.
“We are committed to tackling drug crime in our communities and will continue to take positive action against those who engage in such activity.”
